We will be issuing an additional refund to some 客户s reflecting an adjustment for CPUC and City of San Jose Tax (UUT) fees. Customers will see this refund on their next bill.

Our meter readers were back on the job as of June 1, meaning meter reads were 估计 for approximately 2.5个月. Estimates were made using historical data from the same period in 2019. Actual usage, 然而, can vary from last year for many reasons:

  • More people are living and working from home now

COVID-19 has affected our community in profound ways. And, San Jose Water realizes that many of our 客户s are also impacted.  

One of the many adjustments San Jose Water made to protect our employees and communities included limiting our operations to essential functions 只有. 这意味着从3月17日到5月31日, our staff were not out in the community reading meters due to safety concerns.  As such, the usage was 估计 to calculate your bill covering this period.

抄表 resumed on June 1 (with safety precautions in place) meaning your bills are no longer 估计. The bills you are receiving are based on 实际 usage and have been adjusted to reflect usage from the 估计 bills.

In light of the meter reading change and the shelter-in-place order, some residential 客户s may find that their usage has reached the third tier.  For these 客户s, a one-time credit will be issued on their next bill.

When you receive your first bill after your 估计 one, 客户s who were charged in the third tier of usage (36+ CCF) will receive a credit on their next bill. The third tier usage will be recalculated at the lower second tier rate. A one-time credit reflecting this difference will automatically be applied to your next bill.

What happens now if my 估计 bill was too high or too low?

You are being billed for exactly the amount of water you used since we last read your meter. In the interim, you had received 估计 bills that were based on your 2019 usage.

But there are a few things that have changed since 2019. The weather in 2019 was cooler and wetter than the same period in 2020. This can cause an increase in outdoor irrigation for 2020.

In addition, many of us are staying at home during the shelter-in-place orders. Your indoor usage may have increased from last year since more people are in their houses — students are doing distance learning, 人们不是为了工作或娱乐而旅行, 等.

What can San Jose Water do to help me use water more efficiently?

Our Water Conservation services are on hold due to COVID-19 safety concerns.

However, there are several ways you can make sure you are using water wisely:

3月17日开始, 2020, the Santa Clara County Public Health Office put in place a legal order for residents to shelter at home to help slow the spread of COVID-19. 

While our area is under a shelter-in-place order, we are minimizing the number of employees in the field. 其中一个步骤是利用预估计费.

We look at recent usage and trends within your area or neighborhood.

Under extraordinary circumstances, San Jose Water is allowed to estimate meter readings. The California Public Utilities Commission states: If, because of unusual conditions or for reasons beyond the utility's control, it is unable to read the 客户's meter on the scheduled reading date, it may bill the 客户 for 估计 consumption during the billing period and make any necessary corrections when a reading is obtained. Estimated consumption for this purpose will be calculated considering the 客户's prior usage, the utility's experience with other 客户s of the same class in that area, and the general characteristics of the 客户's operations. Adjustments for any underestimate or overestimate of a 客户's consumption will be reflected on the first regularly scheduled bill rendered, and based on an 实际 reading following the period of inaccessibility.
